  User Partnership

SLAM involves three end users organizations working at a national level in Switzerland and in Italy and six local institutions. Here below the national organizations will be presented followed by the description of the Swiss and Italian local institutions.
 

National Organizations

 

  The Federal Office for Water and Geology

The Federal Office for Water and Geology (FOWG) belongs to the Administration of the Swiss Federal department for the Environment, Transport, Energy and Communication (DETEC). The FOWG is the confederation centre regarding water use, water management, hydrology, geology, and natural hazards of flooding, earthquakes, and distribution of earth masses. It is the Swiss national body that coordinates the Canton final users involved during the product validation and the results dissemination of the SLAM products and services.
 
 
  The Italian Ministry of Environment

The Italian Ministry of Environment, in particular the Directorate for the Soil Protection (Direzione per la Difesa del Suolo) is involved in drafting guidelines and strategies for the territorial planning of Italy. It is the Italian body that, in the project, plays the role of coordinator of the Basin Authorities which take part to the operational phases and the results spreading.

 

The Italian National Research Council Group for Hydro-geological Disaster prevention
The Italian National Research Council Group for Hydro-geological Disaster prevention (GNDCI) is a research network of the Italian National Research Council (CNR). It is the operating group of the Italian Civil Protection Department (Dipartimento della Protezione Civile, DPC) for issues related to hydro-geological disasters. It coordinates the scientific activities in the fields of civil defence against flood, landslides, aquifer deterioration and coastal erosion. It is the Italian institution that is involved during the refinement of the product requirements, the validation, the service assessment and the results spreading through international conferences, meetings and scientific papers.
 
 

Local Institutions

This project involves the following Swiss and Italian local institutions. 

Arno Basin National Authority, Regione Campania and the Swiss Cantons are involved in the technical discussion regarding the consolidation of the users requirements; they put at disposal of the Consortium the data needed for finalizing the products.

In addition, the personnel from these institutions is involved in both: a) qualification of the products, b) providing support during the technical evaluation of different outputs.

Italian users
Arno Basin National Authority 
Arno Basin Authority has an area of jurisdiction equal to 9,116 km2 and it covers Toscana Region (98,4%) and Umbria Region (1,6%) with the provinces of Arezzo, 
Firenze, Pistoia, Pisa and a little portion of Siena, Lucca, Livorno and Perugia.
According to the Italian Law 183/1989, the Arno Basin Authority has the following institutional task:
  • To identify and delimitate hydrogeologic risk areas through collaboration with Regions and Provinces within the watershed of jurisdiction;

  • To provide rules regarding land planning and land-use;

  • To define conservation tasks finalized to soil protection and risk mitigation interventions.

 

Regione Campania - Assessorato all'Ambiente e alla Difesa del Territorio

The following are the fields of actions of the Soil Conservation division of Regione Campania: 
  • to maintain the relations with the river basins Authorities;
  • to finance interventions on the territory for the realization of structures for soil conservation and hydrogeologic stability;
  • to elaborate legal procedures pertaining barrage structures and water storages of regional competence;
  • to implement check actions aimed to accelerate the implementation of the interventions foreseen by the soil conservation program;
  • to carry forward geologic studies in the field of National Geologic Cartography project and Inventory of the Landslide Phenomena in Italy of the National Geologic Service;
  • to participate, as a technical-scientific function, to the activities of Regional System of Civil Protection in pre-emergency and emergency phases. 
 

Swiss users

KAWA - Berne Canton Forest Office - Natural Hazard Division, Switzerland
The Forest Office carries on its activities on an extent which represents more than a quarter of the cantonal territory. It practises forests monitoring activity and is responsible for the management of the natural phenomena such as danger like avalanches, landslides, erosion, falls of ice and stones. The principal objective are to maintain forests healthy and to defend the public interest related to the forest.

In particular, it is engaged for the conservation of the natural environment against the natural risks. The following are the main instruments employed to preserve the cantonal forests: forest planning, technical council, formation, the police forestal force and specific subsidies.

 

Canton of Valais Canton Valais - DTEE, Department of transport, equipment and environment - CREALP, Centre de Recherche sur l'Environnement Alpin, Switzerland
The Department of transport, infrastructure and environment (DTEE) of the Canton Valais is responsible for:
  • construction and maintenance of roads and rivers,
  • police control of constructions,- transport and communications,
  • forests and landscape,
  • the cantonal laboratory,
  • environmental protection,
  • public buildings, 
  • protection of the sites and historic buildings,
  • archaeological exploration and research.
Canton Fribourg – SeCA Service des constructions et de l'aménagement – Section Geology and Natural Hazard
SeCA examines the dossier of construction and the arrangement plans (i.e. PAL, PAD) in order to guarantee their conformity as well from the geological point of view as of the awareness of the natural hazard, and in particular the ground instabilities.
It takes part in the analysis and monitoring of the unstable slopes and in the elaboration of the data related to natural hazard (e.g. instability maps, natural hazard maps, registers of the events, associated methodologies, etc). It also guarantee the secretariat of the "Commission of the natural dangers " (CCDN) and the application of the report BATGLISS.
Canton Ticino- Ufficio dei Pericoli Naturali degli Incendi e dei Progetti Ufficio dei Pericoli Naturali degli Incendi e dei Progetti (i.e. Office for the natural hazard, fires and land management) is engaged for the following topics:
  • elaboration and review of the plans for the areas affected by avalanche danger and slope movements;
  • monitoring of the unstable areas;
  • held preparation and updating of the natural events cadastre;
  • management of the measurement and information system for the forecasting of dangerous events and warning service;
  • warning for the territorial plans;
  • technical consulting advise and administrative management of the plans;
  • fires prevention.
